As member states worked together over time to realize UNESCO's mandate, political and historical factors have shaped the organization's operations in particular during the Cold War, the decolonization process, and the dissolution of the USSR. 유네스코의 헌장을 통해 시간이 지나면서 회원국들은 그 목표와 의무에 대해 인지하게 됐으며 특별히 정치적, 역사적 요인이 특별히 식민국가들의 독립과 냉전 시대, 소비에트 연방의 해체 기간동안 기구의 운영에 구심점 역할을 했다.
